Officer's Report
Site
The site is the Cooil Coar, Glen Road, Ballaugh, which is single storey detached property which is located on the eastern side of the Glen Road, and south of Ballaugh Village. The property is sited on a slight hillside and subsequently is higher than the Glen Road.
Land Use Zoning / Policy
The application site is within an area recognised as being an area of 'woodland' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, however the site is within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Proposal
The application proposes the installation of roof dormers and conversion of attic space onto living accommodation.
Representations
Ballaugh Parish Commissioners:- No objections
Highways Division do not oppose subject to the imposition of the following condition: One off street parking space shall be allocated to the proposed one bed living accommodation.
The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Assessment / recommendation
The installation of pitched roofed dormer window with a balcony to the front elevation and pitched roofed dormer to the rear would not result in any adverse impacts to the detriment of the visual appearance of the street scene or to the detriment of residential amenity of the neighbouring properties. The proposal would be creating a self sufficient accommodation within the existing dwelling, however I consider the proposal still remains ancillary, as the access to the proposed unit is still through the existing access of the main dwelling.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice. 13.6.07 GA/03
C 2. This approval relates to the submitted documents and drawings LOC 01, EL-E02, E-ELE 02, EGA/03, GA/02, EGA/02, EL/01, EEL/01, GA/01, EGA/01, EL-N/01 and E-ELN 01 all received on 11th April 2007.
C 3. One off street parking space shall be allocated to the proposed one bed living accommodation.
C 4. The additional living accommodation may be used only in association with "Cooil Coar" and for purposes ancillary to the use of "Cooil Coar" as a single dwelling house.
C 5. The external finishes of the extension must match those of the existing building in all respects.
