Officer's Report
The Site
The site represents the residential curtilage of an existing detached property situated on the eastern end of a row of four properties set back from the A1 Main Road by around 12m between St. John's and Ballacraine. There are more dwellings between the site and Ballacraine but which sit immediately alongside the road.
The property is single storey.
Planning Status
The site lies within an area designated on the St. John's Local Plan of 1999 as Residential. The Local Plan contains a policy which is relevant to this application and which states "With the exception of appropriate extensions and alterations to existing property which will generally be acceptable..." (policy RES/P/5).
Planning History
The following applications have been considered:
PA 89/1972 – approval in principle for erection of dwelling, rear of Balochmyle - refused on appeal PA 95/1767 – approval in principle for erection of bungalow - refused on appeal
The Proposal
Proposed now is an extension to the rear of the property to provide a new kitchen and a rear porch. This will be built almost up to the existing retaining wall to the rear of the property. The ridge of the extension will be just below that of the main property and the extension will more or less double the depth of the existing property. There is to be one window in the side of the new extension which will face the neighbouring property.
There is a hedge which presently separates the two properties and which should, if retained provide screening for the adjacent property from which there has been no objection.
Assessment
The only impact from this development is on the property to the west and in respect of the new window serving the new kitchen. Kitchen windows tend to be set away from the viewer due to the installation of units and sinks in front of the window and as such, and bearing in mind the hedging, I do not consider that the application will cause any detriment to the adjoining property and as such the application should be permitted.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions to the dwelling as shown and described in drawing JG/2/07 received on 20th April, 2007.
C 3. There must be no discharge of surface water to the main foul sewer.
