Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
This application has been recommended for approval for the following reason. The application complies with General Policy 2 (b, c, and g) Isle of Man Strategic Plan 2016 and the principles of the Residential Design Guide 2021.

Officer’s Report
SITE 1.1 The application site is the residential curtilage of 3 Fuchsia Lane, Peel, an existing two storey detached dwelling located on the left hand side of the small cul-de-sac within the much larger residential estate of Reayrt Ny Keylley.

1.2 On the rear elevation the dwelling has an existing window and patio door alongside which is an existing kitchen window and back door into the garden.
PROPOSAL 2.1 Proposed is the combining of the rear patio doors and living room window into a larger 3.6m wide bi-folding door, and the replacement of the existing kitchen window with a slightly larger 1.5m wide window.
PLANNING HISTORY 3.1 The site has been subject to a number of previous applications most of which relate to the development of the estate although none are considered materially relevant in this case.
PLANNING POLICY 4.1 The application site is located within an area identified as being "Predominantly Residential Use" on the Peel Local Plan. Given the nature of the application it would be most relevant to consider General Policy 2 (b, c, and g) in the assessment of the application along with section 7.0 from the Residential Design Guide 2021 which covers good neighbourliness and overlooking.

5.1 Peel Town Commissioners - no comments received as of 14/01/2021.
5.2 Department of Infrastructure Highway Services - No highways interest (09/12/2021)
5.3 No comments received from neighbouring properties.
ASSESSMENT 6.1 The proposed alteration and re-configuration of the rear glazing is not expected to result in any increased overlooking or privacy impact beyond the existing arrangement and so the neighbouring living conditions and amenities are to remain unchanged.
6.2 The works are generally in keeping with the fairly new age and style of the dwelling and will not result in any visual harm to neighbouring outlook or from any public views.
CONCLUSION 7.1 The proposal is considered to comply with General Policy 2 (b, c, and g) and 7.0 of the Residential Design Guide 2021 and is recommended for approval.
