Site
The application site is field 122212, Jurby Road, Andreas, which is located on the northern side of the Jurby Road (A13).
The boundary treatment which runs adjacent with the northern side of the Jurby road consists of substantial hedgerows, banking and mature trees all of which vary in height from 2 metres to 9 metres (approx). The treatment along the eastern boundary comprises of a 1.5 metre high bank and a number of hedges/bushes (3 / 4 metre in height).
Land Use Zoning / Policy
The application site is partly within an area of woodland and partly within an area of white lane (not zoned for development), under the Isle of Man Development Plan Order 1982. The site is not a Registered Building, or within an area zoned as high landscape value or costal value and scenic significance.

Proposal
The application proposes the creation of a sand arena for horse riding purposes. The sand area has a width of 40 metres and a depth of 20 metres. The area will be enclosed by a post and rail fencing.
Representations
Andreas Parish Commissioners:- No objection
Highways Division do not oppose subject to the imposition of the following condition:- The proposed sand arena shall be ancillary to the used only by residents of 'Springfield'.:-
The Authority has received no privately written representations objecting to the application.
Assessment / Recommendation
The area of woodland incorporates the boundaries of the site only and not where the proposed sand area is proposed to be. Because of this substantial boundary treatment the proposal would be very well screened form the public highway and therefore from a visual standpoint would not have an adverse impact upon the surrounding landscape.
The proposal is for the private use only of the Applicants only (Springfield) and does not propose any commercial activity to take place.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
