The Application Site
The application site 5 Grove Mount, Ramsey, is a single storey detached bungalow which is located on a corner plot. The residential area is made up of detached and semi-detached two storeys and single storey dwellings.
Planning Policy
The application site is within an area of residential under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is not within a Conservation Area.
Proposal
The application proposes the erection of a conservatory and conversion of rear porch to a conservatory / dining room. The proposed conservatory to the side elevation would have a side projection of 3.5 metres and a width of 3.5 metres.
Representations
Ramsey Town Commissioners advise that they have no objection
We have received no privately written representations objecting to the application.
Assessment / Recommendation
The conversion of the rear porch to a conservatory/dining room would have no adverse impact to the detrimental of residential amenity of the surrounding properties.
The proposed conservatory to the side elevation again will not cause, in my opinion, any adverse impact to the detriment of residential amenity. However I did initially have concern with regard to the visual appearance within the street scene and what impact the proposal would have. Nevertheless after visiting the site I do not believe the proposal would cause a significant adverse impact due to a number of reasons; firstly the proposal would leave approximately 3 metre gap to the side boundary; secondary the boundary treatment along the front boundary of the application site (0.5m dwarf wall with a 1.8 metre high tall hedgerow) and the front boundary treatments of the neighbouring properties Ramsdale and Wenceling would help in part to soften the impact and thirdly the proposed conservatory is a modest proposal both in size and height.
For this reason the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.
