The application site represents the curtilage of Crogga Mill, a Registered Building located to the north of the A25, Old Castletown Road. Access to the site is gained via a driveway leading from that road,
and the site is screened from the highway by existing planting. The only views of the site are achieved at Crogga Bridge, and at that point the view is of the end elevation of the Registered Mill. The property is situated on sloping ground, which results in three stories to the southern part of the dwelling and single storey to the north.
The site is located within an area identified as High Landscape Value and Scenic Significance in the 1982 Development Plan Order and Private Woodland or Parkland.
The following previous application is considered relevant to the consideration of this application:
PA 05/00583/B – Extension to existing snug, Crogga Mill & Cottage Old Castletown Road, Crogga. Approved 13th May 2005
This application is to be considered in association with PA 07/00291/GB
The application proposes the extension of Crogga Mill by the construction of an extension to the northern elevation of the property at first floor level (ground level). The extension would be constructed in materials to match the existing property with pitched roof.
The Department of Agriculture, Fisheries and Forestry advise of no objection subject to condition restricting development to be not within 8m of the river bed or bank. The SPMCE object to the proposal and the MEA and Chief Fire Officer advise of no objection subject to the imposition of a Note.
The application proposes works to a Registered Building, and the Conservation Officer has therefore been consulted. Given the distance of the proposed extension from the Registered Mill; and the limited views of the site which neither result in the rear of the dwelling not being visible from public viewpoints nor viewed in association with the Mill, he advised of no objection to the proposal.
The extension proposed would replace an existing extension and would provide accommodation on a single level and be accessed from ground level. The materials would match the existing dwelling and the proposal would not be visible from any public viewpoints. Whilst the property has developed in an expansive manner, this does allow for the Registered Building (the mill) to be viewed in relative isolation from the remainder of the more modern dwelling.
The SPMCE object to the proposal on the grounds that the proposed extension and previous extensions will reduce further the attractiveness of the property. These comments are noted, however, as previously stated, given the orientation of the property, it is not considered that the extension now proposed will impact adversely on the setting of the Registered Building.
With regard to the condition suggested by the Department of Agriculture, Fisheries and Forestry, Inland Fisheries Development Manager, the proposed extension would be some 20m from the river and it is therefore considered unnecessary to attach such a condition.
It is considered that the proposal is acceptable
It is recommended that the application be approved.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the plans and information submitted as part of this application and date stamped 14th February 2007.
C 3. The external finishes of the extension must match those of the existing building in all respects.
N 1. The applicant is advised to consult with the Manx Electricity Authority to determine the clearance required from the (overhead high tension line) or (the underground cable) which crosses the site.
N 2. PRIOR to the commencement of any works the applicant is advised to consult the Manx Electricity Authority to ensure that an adequate supply of electricity can be made available to service this development.
N 3. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
