Officer's Report
The Site
The site represents the domestic curtilage of an existing dwelling situated on the northern side of the Corlea Road mid way between the A3 Ballamodha Straight to the east and Ronague to the south west. The property sits in large grounds which behind and in front of the house.
Planning Status
The site lies within an area designated on the 1982p as "white land", that is, not designated for development.
Planning History
The following applications have been submitted in respect of this site:
PA 86/1348 - alterations and extensions to form conservatory and garage and installation of swimming pool - permitted PA 94/1035 - erection of hay store - permitted PA 96/0908 - erection of hay store and implement shed - permitted PA 97/1730 - alterations and extensions to dwelling - permitted.
The Proposal
Proposed now are alterations to the part of the dwelling which links the front part with that at the rear. The existing link takes the form of a simple single storey joining piece and this is to be replaced by a taller roofed wider link which provides a porch, dining room and sun room which has accommodation in the roof in the form of two bedrooms.
Assessment
The proposal has limited impact as the house is set back from the road and the part of the house which is not overly conspicuous. The first floor windows in the outer face of the new link would be better glazed in a less modern style and a note to this effect would be appropriate.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Fire Prevention Officer and Manx Electricity Authority both raise issues which relate to the Building Regulations and to working practices around existing supplies which are not in this case material planning consideration and as such neither party should be afforded party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings reference 01, 02, 03 and 04(1) all received on 16th February, 2007.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.

The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the Manx Electricity Authority for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.

The applicant is encouraged to consider an alternative and less modern form of glazing in the upper floor of the new link, perhaps subdividing the aperture into four equal sized panes.
