The original applications (05/01580/GB and 05/01580/CON) for renovating the Old Sail Loft Registered Building into a dwelling with garage and parking were refused by the Planning Committee due to fundamental changes to the internal layout harming the building's special interest. The appellant argued extensive consultations with officers and design amendments addressed concerns. The inspector found the proposals failed to retain key internal features like open spaces, original staircase, and exposed stonework, breaching minimal intervention principles for Registered Buildings. The appeal was dismissed, recommending further consultation for a sympathetic scheme. Separately, appeal 07/00044/B against approval for soil/rubble removal and levelling adjacent land was dismissed as no evidence showed harm to retaining wall stability, a material planning consideration.
