Site
The application site Ballachurry Beg, Summerhill Road, Jurby, is located on a corner plot with the A13 road to the south of the site and the B4 road to the east.
The site includes a total of two buildings, the main dwelling house "Ballachurry" and a detached two storey out building.
Land Use Zoning / Policy
The application site is within an area recognised as being an area of 'woodland', under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area or within an area zoned as High Landscape or Coastal Value and Scenic Significance.
Proposal
The application proposes the conversion of storage area above garage to an art studio. The scheme also proposes to install four velux windows on the front and rear elevations to give additional natural light to the first floor and a single first floor window to the north elevation is also included.
Representations
Jurby Parish Commissioners:- No objection
Highways Division do not oppose subject to the following conditions:- The proposed art studio shall be for private use, ancillary to the main dwelling.
The Chief Fire Officer makes no comment on the merit of the proposed development but request that an informative note be attached to any approval decision notice.
We have received no privately written representations objecting to the application.
Assessment / recommendation
The use of the first floor of the outbuilding as an art studio would be an acceptable use for the property. I also consider the introduction of the velux roof lights to the front and rear elevations will have no adverse impacts to the detriment of the property or upon the surrounding countryside. For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 00126/1 and 07/02/01 all received on 23rd January 2007.
C 3. The proposed accommodation above the garage and workshop may be used only in association with "Ballachurry" and for purposes ancillary to the use of "Ballachurry" as a single dwelling house.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
