The Application Site
The dwelling, Glen Mooar Cottage, Sulby Glen, Sulby, is a two storey detached property, which is located on the western side of the Sulby Glen Road (A14) and is south of the crossroads with the Sulby Straight.
Planning Policy
The application site is within an area recognised as being an area of open space (including agriculture), under the Sulby Local Plan Order 1998. The site is not within a Conservation Area, but is within an area zoned as high landscape value.
Proposal
The application proposes the installation of UPVC sliding sash windows to replace existing.
Representations
Lezayre Parish Commissioners advise that they have approved the application.
We have received no privately written representations objecting to the application.
Assessment / Recommendation
The existing windows are timber sliding sash. The proposed replacements retain the existing sliding sash design but are constructed by uPVC. However I do not consider the introduction of uPVC windows would have a detrimental impact upon the property or that of the area. Under the Departments guidelines the proposal would also be acceptable.
For these reasons the proposal would be appropriate in these locations and therefore my recommendation is for a refusal.
