The application site comprises the curtilage of a detached dwelling located on Hillberry Road in Onchan.
The proposed development comprises of the alteration and extension of the dwelling, the erection of a detached garage and alterations to the vehicular driveway.
There are no previous planning applications that are considered to be material to the assessment of this current planning application.
Onchan District Commissioners recommend that the planning application be approved.
The owners and/or occupants of 12 Birch Hill Grove, which is located to the rear of the application site, object to the planning application. The grounds for their objection can be summarised as concern that the proposed rear extension is overly large, that it would be intrusive and that the windows in the proposed rear extension would overlook their property and adversely affect their privacy.

The application site is within an area recognised as being within predominantly residential use under the Onchan Local Plan. Policy O/RES/P/21 of the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan states:
"Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property."
The proposed development can be separated into two elements – a) the extension of the dwelling and b) the erection of a new garage and alteration of vehicular access.
In terms of the assessment of element a) it is considered relevant to note that the existing property is a relatively modest property, single storey within a comparatively large plot. The proposed extensions add 3.3m to the depth of the property, effectively bringing the dwelling closer to the respective boundaries with neighbouring properties. None of these properties are parallel with the application site and there is a detached garage behind the property which will screen some of the impact of the new additions. Having viewed the application site within the surrounding area it is concluded that the effects of the extension will be appropriately limited.
In terms of element b) it is considered that the impact of the garage within the area is suitably limited and, in view of the advice of the Highway Authority, that the impact on highway safety is acceptable. It is considered pertinent to note that the new garage, to be erected in the south eastern corner of the site is only fractionally over the size allowed under the permitted development order (6.5m by 5.5m) and slightly above the height permitted - 4.6m compared with 6m.
It is recommended that the planning application be approved.
It is considered that all parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to drawing no.s 146.2.1, 146.2.2 and 146.2.3 date stamped the 7th December 2006.
C 3. The external finishes of the extension must match those of the existing building in all respects.
