Officer's Report
Planning approval is sought to replace an existing dwelling at Upper Garth, Crosby Marown. The application site currently accommodates a dwelling, disused stone farm buildings and stables and is accessed from the B35 Garth Road, by a single width track, The existing dwelling is visible within the landscape, and is situated at a slightly higher ground level than the road.
Proposed is a two storey dwelling, with accommodation within the roof space and attached garage. The dwelling is traditional in proportion however a veranda is proposed, which whilst not commonly seen within the more traditional dwellings, there are examples within Crosby itself and a recent completed dwelling situated on the Ballamodha Straight also has the benefit of such a structure.
Whilst the proposed replacement dwelling does represent an increase in the floor area of the existing dwelling, in the region of 100%, it is considered that the site and landscape in which it is sited would not be adversely affected by the construction of a dwelling of the scale and design now proposed.
In addition to the replacement dwelling, it is proposed to increase the residential curtilage on the site and this is considered to be acceptable, subject to a condition restricting various elements of the Permitted Development Order, bearing in mind the prominence of the site.
Comments in relation to the application have been received from the Department of Transport Highways Division, IoM Water Authority who recommend standard conditions/notes and Marown Commissioners which recommend that the application be approved.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the plans and information submitted as part of this application and date stamped 8th December 2006.
C 3. Prior to the commencement of the development, sight lines of 2 metres by 36 metres shall be provided at the junction of the private lane with the B35, Garth Road.
C 4. Notwithstanding the provisions of the Town and Country Planning (Permitted Development) Order 2005 (or any Order revoking or re-enacting that Order) no extensions, greenhouses, walls, gates, fences, garden sheds, summerhouses, flag poles, decking or garages (other than those expressly authorised by this approval.)
