The Site
The application site represents the plot located adjacent to the property Manderley, Vicarage Road, Douglas. As a result of the permission granted to planning application 99/01989/B, the plot now has a detached dwelling situated on it. The property is neighboured by Mee-Ny-Nollick to the west, Manderley to the east, Ballastowell Cottage to the north and 17 Willowbrook Gardens to the south.
Planning Status
The site is located within the Douglas and falls to be considered with regard to the Douglas Local Plan Order 1998.
Planning History
The following previous planning applications relate to this site:
Planning application 99/01989/B sought the erection of a dwelling on land forming part of Manderley, Vicarage Road. This was permitted following a Review requested by the DOT.
The Proposal
The application seeks retrospective permission for the retention of the amended window arrangement from the previously permitted dwelling (99/01989/B). These amendments comprise the addition of
two skylights in the garage roof to the front/north elevation, three additional windows to the side/west elevation, the relocation of a window on the side/east elevation and the addition of two skylights to the main roof to the rear/south elevation. The style of the windows indicated on the permitted application (99/01989/B) has also been altered on this retrospective application, with the glazing bars having a different arrangement. Finally pa 99/1989/B indicated copings to the side edges of the roof of the dwelling however this is omitted from this retrospective application.
Representations
Douglas Corporation has no objection to this application and the Department of Transport Highways Division have made no comment.

Assessment
The amendments outlined in this retrospective application do not represent significant changes to the previously permitted proposal. The alterations with most potential to cause issues are those of overlooking from the addition of windows to the west elevation as these could possibly overlook the property Mee-Ny-Nollick. However, the shared boundary is planted with trees and the distance between the properties is around 25 metres reducing any issues of overlooking to an acceptable level.
These amendments to the approved planning application are considered acceptable and do not appear to affect public or private amenity.
Recommendation
It is recommended that the application be permitted.
Party Status
It is considered that the Manx Electricity Authority, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status.
