The site defined in red on drawing 96/2177/02 is a perfectly circular residential curtilage focussing upon an existing dwelling with outbuildings. There is a wider area defined in blue which stretches to the A26 St. Mark's Road.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) 1982 as white land - that is not designated for development. The house also lies just within the airport safety zone and there is a site of interest to archaeology to the north of the house.
There have been no planning applications submitted in respect of this site.
Proposed is the alteration and extension of the house. The existing house is a substantial dwelling with unusual and non-traditional window style and with a small terrace on the rear with what looks like concrete balustrading. There is to be a new large projecting ground floor extension with new semi-circular steps down to the garden.
Proposed is the replacement of some of the windows with patio doors on the rear elevation and the provision of glazed balconies on the first floor and replacement of the concrete balustrading with matching glazed balustrading on the ground floor. On the front elevation there is to be a revised window pattern which brings both floors together with a new porch. The alterations to the front make a huge improvement to the appearance of the property and should be encouraged.
Also proposed is the addition of a new single storey garage on the western elevation. This appears as a modern structure and detracts from the appearance of the property. I have asked the applicant to revisit this element of the scheme.
The applicant has submitted informally a sketch which shows two garage doors rather than one larger one and longer windows which are more in keeping with the windows in the main house. The applicant is happy to accept a condition to this effect.
The proposal will dramatically improve the appearance of the property and as amended will have no adverse impact. The property in any case is some distance from the road and cannot easily be seen by the public.
The local authority and Department of Transport are by virtue of the Development Procedure Order 2005 Paragraph 6 (5) afforded party status in the case of this application.
The Fire Prevention Officer raises points which concern the Building Regulations not planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. Subject to the other conditions in this notice, this permission relates to the alterations and extensions as shown in drawings reference 96/2177/01, -02, -03 and -04 all received on 3rd November, 2006.

Further to condition (2) above, no approval is hereby granted to the double garage door as shown in the submitted drawings or the windows in the rear of the garage. The large door as shown must be replaced by two smaller single garage doors and the two windows in the rear of the garage must be replaced by vertically proportioned windows to match those in the main house.

The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
