Site
The application site Field 110992 runs along the western side of the Bride Road, and is south of Bride Village.
Land Use Zoning / Planning Policy
The application site is within an area recognised as being an area of 'white land' not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, however is within an area zoned as high landscape value or costal or scenic significance.
Proposal
The application proposes the removal of existing and creation of an improved field access. The proposed new access would have a width of 10 metres and would be located at the north-eastern most point of the field and would access onto the Bride Road (A10). The two existing access along the eastern boundary of the field are to be blocked up due to poor visibility.
Representations
Highways Division have objected to the proposal on the following grounds:- The proposal does not provide any visibility in the direction of Bride and only 50 metres in the direction of Ramsey.
NB. The minimum required visibility splays are 2 metre by 54 metres.
We have received no privately written representations objecting to the application.
Assessment / recommendation
Whilst I accept the Applicant has submitted this scheme to provide a safer access onto the Bride Road, it would seem from the objection by the Highway Division that this would not be the case, and in fact would be creating an access which is very dangerous indeed, particularly as there are no visibility in the direction of Bride and inadequate visibility in the direction of Ramsey.
Whilst I consider in principle the proposal to be acceptable, because the scheme does not provide the adequate visibility splays I consider the application would have a significant impact upon road safety and for this reason the proposal would seem inappropriate in this location and therefore my recommendation is for a refusal.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
