Officer's Report
The proposed works are within the grounds of a primary school. The improvements to the playground do not adversely affect any neighbouring properties. The proposed works will be visible from a number of public footpaths. I consider the proposed works will not cause any significant harm to the visual amenities of the area. I consider the proposal to be unobjectionable.
The MEA had objected to the development that 11KV and LV cables are in the area and that these cables may need to be diverted before work. However, the applicant has been in contact with the MEA to identify were the cables are in relation to the development. The MEA have now withdrawn they objection to the development as the development does not impact on the cables.
I recommend that planning permission be granted subject to conditions.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to improvements to the existing playground to include new retaining wall and fencing as shown in drawing numbers AC/01, AC/02, AC/03 and AC/04 date stamped 13th November 2006.
