Officer's Report
The Site
The application site comprises the curtilage of a semi-detached dwelling that is located at 4, St Catherines Close, Douglas. The dwelling is currently occupied.
Planning Status
The site is located within the Douglas Local Plan Order 1998, Map No. 2 (South). This area is identified as Predominantly Residential. The site does not lie within a Conservation Area. The proposal also falls to be considered under The Town and Country Planning (Permitted Development) Order 2005 as it exceeds the prescribed limit of enlargement of a dwelling of 15sq m (measuring some 21sq m).
Planning History
The following applications have been submitted previously:
98/01424/B - Erection of detached garage with workshop above, 4 St Catherines Close, Belmont Hill, Douglas - Permitted.
The Proposal
The proposed development comprises the reduction of an existing window and the construction of a conservatory onto the rear elevation of the dwelling.
Representations
Douglas Corporation has expressed no objection to this application. The Highways Division has made no comment on the application.
We have received no privately written representations objecting to the application.
Assessment
Issues to be considered with the application include:-
- (A) Impact on the neighbouring property.
- (B) Relation of extension to the existing dwelling.
Consideration of issues:
- (A) It is not considered that there are any negative impacts upon on the neighbouring property as a result of this development. The extension does not add any features that detract from the aesthetics of the dwelling. The installation of obscure glazing to the south-east elevation of the conservatory will ensure that no loss of privacy to neighbouring dwelling is received. For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
- (B) It is considered that the proposed development does not in detract from the existing property in terms of scale, massing, design and appearance.
Recommendation
It is considered that the overall level of development contained within the proposal is relatively modest and in keeping with the character of the existing dwelling. It is considered that the proposal does not adversely affect public or private amenity.
It is recommended that this planning application be permitted.
Party Status
It is considered that all those that submitted comments meet the criteria of Government Circular 1/06 and should be afforded interested party status.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to drawings 01981/1, 01981/2, 01981/3, 01981/4, 01981/5 and photograph submitted as PA06/01981/B on 15/11/2006.
C 3. Obscure glazing (Grade 5) shall be installed in the south-east elevation (bordering neighbour) of the conservatory window and shall be kept and maintained thereafter.
