General Policy 3
GP3 presumes against countryside development but exempts essential agriculture/forestry operations. The officer found the storage building essential for agricultural activities (hay-making machinery for livestock fodder), with scale appropriate to small holding and removable design, justifying the exception.
Environment Policy 1
EP1 protects countryside unless overriding national need outweighs protection with no alternative. Agricultural need outweighed protection; visual impact minimised by screening, siting, and olive green condition, ensuring no adverse countryside effect.
Environment Policy 15
EP15 permits agricultural buildings if need outweighs policy, sited near building groups, appropriate in scale/materials/siting/form, sympathetic to landscape. Need accepted; sited sympathetically near Palm Cottage (screened, no new access), scale/form matches local buildings, materials conditioned for landscape fit.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Agricultural use only
The building may only be used for agricultural purposes. Reason: The countryside is protected from development and an exception is being made on the basis of agricultural need only.
Removal if disused
The building hereby approved shall be removed and the ground restored to its former condition in the event that it is no longer used or required for agricultural purposes for a period longer than 12 months. Reason: The building has been exceptionally approved solely to meet agricultural need and its subsequent retention would result in an unwarranted intrusion in the countryside.
Olive green cladding
The cladding to be used on the building must be coloured olive green or as otherwise approved by the Department and retained as such. Reason: to minimise the visual impact of the development on the countryside which is generally protected from development.
No external storage
There shall be no external storage of plant, machinery, materials or vehicles outside of the shed identified on drawing referenced; 01, unless otherwise agreed in writing by the Department. Reason: To protect the character of the area and agricultural use of the land.
