The Application Site
The dwelling West Loughan, Jurby East is a two storey detached property which is located on the northern side of the B3 road and east of the Jurby Industrial Estate.
Planning Policy
The application site is within an area recognised as being an area of white land not zoned for development, under the Isle of Man Development Plan Order 1982. The site is not within a Conservation Area, and not within an area zoned has high landscape value.
Proposal
The application proposes the installation of UPVC casement windows to replace existing to front and side elevation. The existing windows are timber sliding sash windows.
The proposed uPVC casement windows include vertical and horizontal Georgian bars configuration to retain a similar appearance to the existing.

The S.P.M.C. & E, have objected to the planning application which can be summarised as concerns relating to loss of the traditional timber sliding sash windows with the proposed uPVC casement replacements.
We have received no privately written representations objecting to the application.
Assessment / Recommendation
Whilst I agree with the S.P.M.C. & E that the proposed uPVC casement windows are not as attractive as the traditional sliding sash windows, I consider the inclusion of the Georgian bar configuration will ensure the proposal would have a similar appearance when viewed from a distance (i.e. the highway). I also consider as the front elevation of the dwelling faces east, and therefore does not face the highway, the proposal would be less apparent.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
