The officer assessed that while the countryside must be protected for its own sake under Environment Policy 1 (EP1), an exception applies under General Policy 3(f) (GP3) for buildings essential to agr…
General Policy 3
Provides exceptions to countryside protection for essential agricultural buildings. Officer found the proposal met exception (f) due to demonstrated need for goat farm support (cheese/butchery/education), limited scale, and association with existing farm operations.
Environment Policy 1
Protects countryside unless overriding national need outweighs protection and no alternative exists. Agricultural need outweighed protection as buildings do not adversely affect countryside character, being screened and part of existing group.
Environment Policy 15
Requires agricultural buildings to be justified by need, sited near existing groups, appropriate in scale/form/materials, sympathetic to landscape. Proposal sited next to farmhouse and ag building, uses fitting materials, screened, no unacceptable residential impact.
Use restriction
The building hereby approved may only be used for cheese production, butchery, and educational purposes only (in relation to the farm), not including retail. Reason: The countryside is protected from development and an exception is being made on the basis of the need only.
Removal if disused
The buildings hereby approved shall be removed and the ground restored to its former condition in the event that they are no longer used or required for agricultural purposes for a period longer than 12 months. Reason: The buildings have been exceptionally approved solely to meet the stated need and its subsequent retention would result in an unwarranted intrusion in the countryside.
