Officer's Report
The application is proposing to enclose the open bays below the existing grandstand to form multipurpose units. The proposal will improve the appearance of the grandstand. I consider the proposed alterations to be acceptable.
The only concern I have with the application is intended use for the units. The applicant has indicated that a wide range of uses for which the units could be used. I have tried to clarify the proposed uses with the applicant’s agent. The uses are intended to be temporary uses for events held at the Grandstand. The wide range of uses would complement any events held at the
Grandstand. I consider a condition restricted the use of the units to events so as to ensure they will not be used on a permanent basis throughout the years.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst IoM Fire and Rescue Service and IoMWA represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.
It is considered that all parties who made representations to the planning application comply with the requirements of Planning Circular 1/06 – Determination of Interested Party Status with the exception of the resident from Port Soderick

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the enclosure of the open bays to form multi-purpose units as shown in drawing numbers K096/P/10-02 and K096/P/10-01 date stamped 2nd October 2006 and Design Statement prepared Kay Associates Ltd.
C 3. The units shall only be used as temporary retail/café and refreshments/hospitality suites/office accommodation/storage facilities and workshops in association with events held at the TT Grandstand.
N 1. For a change in the water supply to a premises (domestic or commercial) the applicant should contact the Isle of Man Water Authority Byelaws Inspector (Michael Karren), telephone 695957.
N 2. You are advised to contact the Fire Safety Department is discuss Fire Safety Issues.
