Officer's Report
The Site
The site represents the footprint of an existing building situated on the harbour side of Lime Street and behind the residential properties fronting onto Lime Street. The existing building is a shop for Island Seafare Limited.
Planning Status
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan) Order 1982 as Existing Residential. On the Port St. Mary Area Plan which was progressed as far as a draft plan which was the subject of a public inquiry and Departmental response to the Inspector's recommendations, the site is identified as Harbour which more accurately reflects the use of this area and its surroundings. The Plan identifies the importance of the harbour and harbour-related activities (Section 10).
Planning History
The following applications have been submitted in respect of this site:
A 92/0223 – approval in principle for extension to Manesca shellfish factory - permitted PA 95/0417 - extension to existing shellfish factory - permitted PA 96/0886 – approval in principle for erection of a single storey workshop - permitted on appeal
The Proposal
Proposed here is the addition of an entrance porch on the elevation facing the car park. The new entrance will take the form of a lean-to glazed porch. Also proposed is a new serving hatch on the harbour-side elevation together with new fencing alongside a ramp for disabled access to the hatch. New timber decking is also proposed providing a level surface from the hatch to the new porch entrance, suitable for use by disabled persons.
Assessment
Any proposal which increases accessibility should be encouraged in principle. In this case the proposals create no adverse impact and will enable more convenient and increased usage of the existing facilities.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Disability Access Officer comments relate to the Building Regulations and not strictly planning and as such should not be afforded party status in this instance.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations to the existing facilities, all as shown in drawings reference 1068-00 and -01 both received on 3rd October, 2006.
