The Application Site
The site Isle Of Man Bank, Parliament Street, Ramsey, is part of a row of three storey terraced properties which is located on the northern side of Parliament Street and backs onto the West Quay.
Planning Policy
The application site is within an area recognised as being mixed use, more specifically town centre use under the Isle of Man Planning Scheme (Ramsey Local Plan) (No. 2) Order 1998, hereafter referred to as the Ramsey Local Plan. The site is within the Ramsey Conservation Area.
Proposal
The application proposes the erection of guard rails on rear elevation. The guard rails located in two locations are galvanised steel, 950mm high, which have uprights at 2200mm spacing.

Chief Fire Officer:- I recommend that the applicant consults the Fire Safety Department to discuss the details of this application.
Disability Access Officer:- People who have difficulty negotiating changes of level need the support of handrails. They should be easy to grip and at a height of 900-1000mm from floor level. They should be on both sides of a staircase / ramp and grip should be between 60 to 75mm from the mount. On wide flights of steps, handrails should be used to divide the flight into channels.
Guardrails or upstanding of at least 100mm high need to run the full length of the outside of the ramp.
Assessment / Recommendation
As the property is within a Conservation Area, extra consideration must be taken to ensure the structure will be appropriate and will be in keeping with the architecture of the property and that of the Conservation Area. I have therefore discussed the proposal with the Conservation Officer who has no objection to the proposals. I also consider the proposals to be acceptable and will have little visual impact to the West Quay area.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.
