Officer's Report
The Site
The site represents the curtilage of Rushen Parish Church will lies largely on the northern side of Barracks Road which links Church Road with the Ballafesson Road (A7).
Planning Status And Relevant Policies
The site lies within an area designated as "Worship" on the Arbory and East Rushen Local Plan.
Planning History
PA 05/0679 proposed the installation of a metal storage container and was permitted.
The Proposal
Proposed here are alterations to the existing wc building which is situated on the southern side of Barracks Road alongside the old vicarage.
The changes are largely internal but with the bricking up of an existing opening leading onto the yard, incorporating what was previously an electricity meter cupboard, into the toilets.
Also proposed is the enlargement of the existing gate/door from the yard onto the road and provision of a disabled person's access ramp to the new widened door.
Assessment
The changes are relatively minor in scale but will increase the usability of the facilities, particularly for disabled persons, which should be encouraged.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
