The site Community Hall, Clenagh Road, Sulby, is a single storey pitched roofed detached property which is located on the southern side of Clenagh Road, and south of Sulby Village.
The application site is within an area recognised as being an area of area of buildings for civic, cultural and other special use, more specifically a community use, under the Sulby Local Plan Order 1998. The site is not within a Conservation Area, or within an area zoned as high landscape value.
The application proposes alterations and extensions to provide Board Room, Clerks Office and Store. The proposed pitched roofed single storey extension is attached to the north elevation of the existing hall and would have an overall projection of 12 metres from that elevation. The extension would have a width of 11.6 metres and a maximum height of 5.7 metres.
Lezayre Parish Commissioners advise that they are the interested party in this application.
Highways Division: The existing car park provides sufficient parking facilities for the additional traffic which may be generated by this proposal.
Chief Fire Officer: Applicant is advised to consult with the Fire Safety Department as this premises falls within the scope of the Fire Precautions Act 1975.
Wildlife & Conservation Officer: Hall has a colony of brown long-eared bats. Condition that a plan for the protection of the bats is agreed with DAFF and DLGE before the works can take place.
The owner and/or Elm View, Clannagh Road, does not object to the design of the proposal, but have concerns about the impact upon our property at the rear, therefore would appreciate the ridge level of the proposal be as low as possible.
Material Planning matters which need to be considered regarding this application include:
Impact upon residential amenity
Initial concerns relating to what impacts the proposal would have upon the two dwellings to the east of the proposal (Elm View and The Elms), particularly from loss of light and/or the extension having an overbearing impact.
However after visiting the site and studying the plans in more detail, I do not think either of these concerns will arise significantly to warrant a refusal. The reason for my opinion is due to a number of reasons, firstly within the rear yard of "Elm View" there is a two storey outbuilding, which would screen the majority of the extension, and secondary, the proposed extensions size, height and siting in relation with the neighbouring properties have been take into account and the extension has been designed to limit the impacts upon the neighbouring properties.
For these reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
