Re: Ms J Kennaugh – AIP for Agricultural Dwelling, Ballaleece Farm, St Johns, German
Further to our meetings concerning the above we submit on behalf of our Client a revised application in respect of the above. Following on from the original reasons for refusal we have as discussed outlined the enclosed additional information in support of the revised application:
- Siting of the Proposal:
As agreed the sitting of the proposed dwelling has been moved from the original proposal site Field 312605 off the Brack a Broom Lane to field No. 314731 immediately adjacent the farmyard off the main A1 Peel Road. Access to the proposed site is via the existing farmyard access, although an additional access is available to the field further along the road which would give clearer access / egress visibility if the Department of Transport preferred this as part of any detailed design proposal if approved. Our Client and her parents are happy that any approval of an agricultural dwelling is tied to the main farm in occupation and usage by the family / workers.
- Planning Circular 1/88 & 3/88 New Dwellings in the Countryside:
Ms Kennaugh is the daughter of Mr & Mrs John Kennaugh the owners / operators of Ballaleece Farm. She runs her catering business from the farm and is part of the farm setup / operation in assisting her parents. It is intended that this involvement with the farm will increase further as her parents retire from the general daily operation.
Mr & Mrs Kennaugh prefer to remain in the farmhouse in the main yard as their retirement home, otherwise Ms Kennaugh would take up residence there to be on site. Therefore it is proposed to seek approval for a new modest agricultural family dwelling in close proximity in the adjacent field off the yard, this allowing Ms Kennaugh to remain on the site close to her parents and the daily farm operations/ management.
It should be pointed out that her parents, Mr & Mrs J Kennaugh have not sort to acquire an agricultural retirement dwelling themselves, although it would have been their right to do so and have instead been open/ honest in stating their intention to remain in the farmhouse. In support of the application Mr Kennaugh has proved a letter outlining general information concerning the present farm activities / livestock and long term future for this to be maintained with their daughters assistance.
