In October 2005, the DTI and the Isle of Man Chamber of Commerce commissioned waste audits to be conducted at a number of companies in the manufacturing sector. It was found that each company makes individual arrangements with UK-based waste management contractors to export their waste under transfrontier shipment notification to the UK for treatment / disposal / recovery.

The purpose of this planning application, which includes this supporting statement, is to provide a management process that incorporates the interim storage of limited volumes of hazardous waste at a central point.

A centrally co-ordinated all-island hazardous waste management scheme will allow all producers of hazardous waste, whether large or small, the opportunity to avail themselves of an efficient and cost effective mechanism by which to manage their hazardous waste.

SITA will compile and update on an ongoing basis, a database comprising the waste held at the premises of each member company. In so doing, aggregate volumes of compatible waste types can be tracked and shipments arranged in a timely manner, hence reducing the time that waste hazardous waste is stored at sites around the Island.

Each member company will, following contact from the Centre, arrange for their waste to be delivered to the EfW. The waste will be stored on pallets in one of two areas as identified in the accompanying plan, for a period not exceeding 10 working days. The maximum volume of waste stored at any point in time will not exceed 22 pallets. The load, once complete, will be hauled to the dockside prior to transfer the UK. It is anticipated that four to six shipments will be exported per year.

SITA have consulted with the Environmental Protection Unit of DoLGE, who have advised that they are prepared to consider an application to amend SITA's waste disposal licence, subject to planning approval.

DoLGE's long-term strategy is to develop a hazardous waste transfer station. At such time as the transfer station becomes available, all movements of hazardous waste to the EfW under this application will be curtailed.

It should be made clear at this stage that the proposed amendment to SITA's current planning permission will facilitate the storage only of hazardous waste within the confines of the EfW facility.

Note #1: Under no circumstances will any processing of waste be undertaken during storage.
