The application site forms an existing tin/prefabricated dwelling located to the west of the B37, Stuggadhoo. The property is single storey and access is taken from a lane that also serves a dwelling called Algonquin.
The site is located outside an area zoned for further residential development, although the residential use of the site is accepted.
There are no previous applications considered relevant to this application.
The application seeks full detailed approval for the replacement of an existing single storey dwelling at Upper Stuggadhoo Cottage, with a two storey and single storey dwelling with detached garage.
The dwelling would have a tiled roof, rendered walls and glazed western gable (identified in the submitted plan as "view of south Barrule gable".
Marown Parish Commissioners advise that they have no objection to the proposal. The SPMCE object as they consider the application to be a new dwelling in the open countryside on the basis that no other information is submitted with the application. A resident of Port Soderick does not object to the principle, although comments that there is no statement as to why the existing dwelling could not be renovated.
The Isle of Man Water Authority request a standard condition should permission be granted, as does the Chief Fire Officer and Department of Transport Highways Division.
The application seeks approval to replace an existing dwelling and it is considered that the principle of replacement is acceptable and accords with the policy contained in Planning Circular 1/88 – Residential Development – Houses in the Countryside.
The design of the dwelling is not traditional; however there are a number of dwellings of varying styles within the immediate area, and it is considered that the two storey and single storey pitched roof design would not be obtrusive within the landscape. The most interesting feature of the dwelling would be the glazed gable providing views of South Barrule. This would not be visible from the road or any public vantage point and is therefore considered acceptable.
In addition to the construction of a replacement dwelling and garage it is further proposed to extend the residential curtilage, which is at present drawn tightly around the dwelling, the curtilage to be created is fairly modest and subject to a condition identifying this as the full extent of the residential curtilage, acceptable.
The nearest dwelling to the property is Cedar Lodge and the proposed dwelling would be suited some 27m ate its nearest point and the architect has advised that the dwelling is angled in order to avoid direct overlooking. The proposed dwelling is considered to be acceptable and without detriment to
the residential amenity of occupiers of adjacent properties or the landscape in which the site is located.
With regard to the condition requested by the Department of Transport Highways Division, it is considered that as the access joins an existing before it in turn joins the highway, such a condition is unnecessary.
It is recommended that the application be approved.
It is considered that the following parties, who submitted comments, accord with the requirements of Planning Circular 1/06 and are therefore, afforded interested party status:

The development hereby permitted shall commence before the expiration of four years from the date of this notice.
This approval relates to drawing numbers 06/SW/601 - 01; 02; 03; 04 and 05 submitted as part of this application and date stamped 27th October 2006.
The roof(s) must be finished in dark natural slate.
The residential curtilage for the dwelling is defined as that land identified within the area edged in red on drawing number 06/SW/601 – 01.
For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
