The dwelling, Cronkould House, Main Road, Ballaugh is a two storey detached property, located on the northern side of Main Road (A3).
The boundary treatment of the site consists of a number of large mature trees and hedgerows which mask the appearance of the existing dwelling and outbuildings, particularly when viewing the site from the east.
The site lies within an area designated on the Isle of Man Planning Scheme (Development Plan). Order 1982 as "white land" that is, not designated for development, the site is also within an area of high landscape value.

The application proposes alterations and erection of a two storey extension to provide additional living accommodation.
The extensions are split into two parts, firstly the two storey side extension to the east elevation of the dwelling, which has a side projection of 4.4 metres and a length of 6 metres. The second extension is located off the rear elevation of the dwelling (north) is the larger of the two extensions. It would have a rear projection of 5.2 metres and a width of 9.5 metres, and will attach the existing rear workshop buildings to the main dwelling.
The existing access to the dwelling is proposed to be removed and access will instead be via the existing field access, which is proposed to be improved. The new proposed access will then lead onto a new gravel driveway giving access to the field and to the new driveway proposed for the dwelling.

Highways Division Do not oppose:- Visibility from new access is greater than the existing access to provide the maximum which is available (stopping sight distance at 30 miles per hour).
Manx Electricity Authority:- Standard note regarding underground/overhead cables.
Chief Fire Officer:- Smoke Detection

Material Planning matters which need to be considered regarding this application include:-
Visual impact
The proposed extension will substantially increase the living accommodation of the property, but consideration needs to be taken to ensure the extensions will not have an adverse visual impact upon the surrounding countryside or that of the property itself.
The proposed extension will result in the loss of 5 trees within the site, however I do not feel this will have a major impact upon the appearance of the site due to the existing boundary treatment around the site which is to be retained. Because of this boundary treatment the proposed extension would be obscured from the A3 road. The extension would also be finished in materials to match the existing dwelling.
I am of the opinion that the extensions will not cause any adverse visual impacts to the detriment of the surrounding countryside or to the property itself.
The removal of the existing access and improvements to the existing field access would seem to be acceptable. As commented by the Highway Division the new access provides greater visibility than the existing access. The new driveway proposed does not involve the removal of any of the trees along the boundary but does include the removal of some of the existing fencing and partial wall, which I do not believe will cause any adverse effect to the area.
For these reasons the proposals would seem appropriate in these locations and therefore my recommendation is for an approval.

N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
N 2. The applicant is advised that there are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
The applicant is also advised to contact the M.E.A. for Electrical Site Safety 5 documents, (Tel. 687766), before any work is carried out on site. All work to be carried out with reference to Health and Safety Executive Guidance Notes HS(G)47 and GS6.
