Planning Circular 1/88 'Residential Development - Houses in the Countryside'
Requires replacement dwellings to retain habitable status of existing and not substantially differ in siting/size unless environmentally beneficial. Principle accepted due to existing dwelling's status and prior approval, but proposal failed on relocated siting (85m vs prior 20m limit) and scale (450% increase vs 150% Draft Strategic limit).
Braddan Parish District Plan 1991
Site zoned Open Space (Agricultural), not residential; proposal's extension into unzoned area conflicted, despite weight given to abandoned Draft Plan's Proposed Residential zoning nearer road.
Draft Isle of Man Strategic Plan (Housing Policy 14)
Limits replacement dwellings to 150% existing floor area, generally on existing footprint unless environmental gain; 450% increase and 85m setback failed tests.
Planning Circular 3/89 Renovation of buildings in the countryside
Permits modest extensions for essential facilities impracticable within existing fabric; barn change of use acceptable but proposed stabling/garaging/guest extensions not modest/appropriate scale.

Seems to be supported by the Braddan Local Plan (though not adopted) but there are several previous A-i-Ps for similar proposals which would make it difficult to object. The site certainly needs tidying up and the Society would welcome the cessation and restoration of the waste tip. No other comments.
