Site
The dwelling Ballalough House, Smeale Road, Andreas, is located on the western side of the Smeale Road, and is northeast of the village of Andreas.
Land use zoning
The area has been zoned under the Isle of Man Development Plan 1982 as being within an area of countryside. The property is not within a Conservation Area.
Proposal
The application proposes the conversion of detached garage to living accommodation with link extension.
Representations

Highways Division do not oppose subject to the imposition of the following conditions:-
- Five off street parking spaces with a vehicle turning facility are constructed to support the existing and proposed development.
- 2 metres by 23 metre visibility splays are constructed from the access to the converted garage.
Chief Fire Officer:- Smoke Detection
We have received no privately written representations objecting to the application.
Assessment / recommendations
The most noticeable proposal would be the erection of the single storey extension which links the dwelling with the detached double garage. The extension would sit lower than the existing ridges heights of both the dwelling and the garage, and therefore will still retain some breakage between the dwelling and garage. The extension itself is rather a modest size structure will not cause any adverse impacts to the detriment of the surrounding area.
The existing garage proposed to be converted to form additional living accommodation, again will not cause an adverse impacts, particularly as the property has more than adequate off street parking provisions due to the large driveway area. A condition should be added to an approval which states the addition living accommodation formed within the garage and the extension may be used only in association with "Ballalough House" and for purposes ancillary to the use of "Ballalough House" as a single dwelling house.
For these reasons the proposals would seem appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to the submitted documents and drawings 06/0063/1, 06/0063/2 and 06/0063/3 all received on 8th September 2006.
C 3. The addition living accommodation formed within the garage and the single storey extension may be used only in association with "Ballalough House" and for purposes ancillary to the use of "Ballalough House" as a single dwelling house.
C 4. In the interests of road safety:-
- (a) Five off street parking spaces with a vehicle turning facility are to be constructed to support the existing and proposed development; and
- (b) 2 metres by 23 metre visibility splays are to be constructed from the access to the converted garage.
N 1. The Chief Fire Officer recommends the installation of mains wired interconnected domestic smoke detection.
