Additional information with regards Cycle Parking provision in the vicinity of the proposed development site

A further site visit was carried out at 8.30am on 15-10-2021. Note that the promenade works are still not completed but were much further progressed than when the initial application was submitted.
From this more recent site visit, the intentions of the promenade regeneration scheme are much more evident. There is a clear agenda to prioritize non-motorized transport, such as cycling and walking. The Cultural area adjacent the Sefton Hotel / Gaiety theatre is nearing completion and the links are clearly evident.
A walk around this area identified the provision for cycle parking, in terms of number and location. The type is Sheffield Toast-rack type. The locations are such that the intention is to encourage cycle travel to the town / commercial area, but to park cycles outside the pedestrian street, ensuring a safe environment for pedestrian traffic.
Strand street / Castle Street has a Douglas Borough Byelaw 16 as follows:-
16 Cycling and skating No person shall cycle, skate on roller skates, a skateboard, rollers or wheels or any similar device on any footway or pavement in such a manner as to cause danger or annoyance to any person.
