The property Hill Top Foods, Main Road, Kirk Michael is a three storey attached property which is located on the eastern side of Main Road.
Land Use Zoning / Policy
The property has been zoned within the Kirk Michael Local Plan Order 1994 as being within an area of retail and residential. The site is within the Kirk Michael Conservation Area.

Proposal
The application proposes alterations and renovation of existing upper floors for reoccupation as a dwelling.
Representations
Michael Commissioners have no objection, but make the following observations:-
- Concern over present inadequate parking and future congestion of traffic on the lane at the rear of the property; and
- The proposal to use uPVC instead of traditional windows bearing in mind the age of the building and the conservational area. Sliding sash would be more in keeping with its surroundings.
Highways Division do not oppose:-
The visibility splay onto the A3 is poor. However, this is a conversion of an existing building.
Chief Fire Officer:-
This application falls within the scope of the Fire Precautions (Flats) Regulations 1996. The applicant is required to consult the flats inspection team at the Fire Safety Department to discuss compliance issues. We have received no privately written representations objecting to the application.
Assessment / recommendation
The proposed use would comply with the Kirk Michael Local Plan as the area is zoned as residential / retail use. The proposal will also use a disused space into a residential use whilst not causing any adverse impacts to the detriment of the surrounding properties.
For the reasons the proposal would seem appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:
