Officer's Report
The site comprises part of the Middle River Industrial Estate, notated as Plot 6A.
The proposed development is a revised scheme to a planning permission for the development of nine starter units on the site, which has been implemented in part. This application is proposing 10 starter units. The previous application described these as being storage, light industrial and manufacturing uses. The previous application proposed 27 spaces. This application proposes additional 4 spaces bring the total number of spaces to be provided to 31.
Party Status
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5) (c) and (d), considered "interested persons" and as such should be afforded party status.
Whilst IoM Fire and Rescue Service, IoM Water Authority, MEA represents a statutory authority, the points raised in correspondence relate to Building Control matters and not planning and as such should not be afforded party status in this instance.
It is considered that all parties who made representations to the planning application comply with the requirements of Planning Circular 1/06 – Determination of Interested Party Status with the exception of the Disability Access Office.

C 1. This permission relates to the construction of 10 starter units as shown on drawing numbers 96/36/100(B) and 05/3883/3(c) date stamped 2nd August 2006.
C 2. The proposed units may be used for warehousing or light industrial purposes, any proposal for any other General Industrial use or hybrid uses should form the subject of a separate application; retail or office uses are not hereby approved, and are unlikely to receive approval.
C 3. All services must be laid underground.
C 4. The proposed parking areas must be completed and must be available for use before any of the units are occupied. In completion the parking and circulation areas must be kept clear of any obstruction and not used for any storage purposes
C 5.
The roof-drainage must be separated from the hardstanding-drainage, and must be connected to the surface water system at the curtilage boundary downstream of the petrol interceptor.
N 1. The applicant is advised to consult the Water Authority with regard to Water Supply Byelaws.
N 2. The applicant/development is advised to consult the Fire Safety Department to discuss the fire precaution of the development.
