The application site is an end terraced property, Number 9 Marine Parade, Peel.
The site is located within the Peel Conservation Area and is situated in an area zoned as Mixed Use on the Peel Local Plan.
There have been a number of previous planning applications relating to the site, none of which are considered relevant to this application.
The application proposes the installation of upvc sliding sash windows in oak. Details of the exact window design have not been submitted although the submitted information indicates a Georgian glazing pattern.
Peel Commissioners advise that they approve the application and the Department of Transport do not oppose the proposal.
The application site lies within the Peel Conservation Area and as such the Conservation Officer of the Department was consulted. His report is appended. The property is located on the edge of the Conservation Area, being the most easterly building in the designated area. However, the fact that the site lies on edge of the area does not reduce the contribution that the building makes to the designated area. Views into and out of such areas are of equal importance. In this instance, I would concur with the view expressed by the Conservation Officer in that the installation of upvc windows in the application property would result in the loss of the leaded detail, which is not indicated as being replicated in the proposed replacement windows. In any case, the existing window sections, being of particularly fine detail and execution, would be difficult to replicate in upvc, and it is considered that the resultant windows would detract from the character and appearance of the building in the terrace and impact adversely on the character of the Conservation Area in the immediate locale.
CONSERVATION OFFICER'S SUPPLEMENTARY REPORT:
"I have considered the content of the application with particular consideration to Policy CA/2 Special Planning Considerations as set out within Planning Policy Statement 1/01 and Planning Circular 1/98 The Alteration and Replacement of Windows.
The application proposes the replacement of the existing painted timber sliding sash windows with Oak effect, PVC in a sliding sash format. The existing windows are particularly fine in section and execution, something rarely found in PVC replacement units. The application contains no information as to the condition of the existing windows and a justification for their replacement.
Of interest is that a number of the windows to be replaced to the Ground, First Floor and Second Floor have stained glass elements to the top third of the window, elements that will be lost with replacement of the windows.
In addition, the application appears to be for PVC windows glazed in a Georgian glazing pattern rather than that existing. This would be out of character with the existing and that of its neighbouring properties.
Loss of this level of detail is considered detrimental to the character of the Conservation Area. I therefore recommend that the application be refused."
RECOMMENDATION
I would concur with the views expressed by the Conservation Officer in that the proposed replacement windows, by reason of their design and material of construction, would result in the loss of detail that would be detrimental to the character and appearance of the building within the terrace and the Conservation Area.
The Department of Transport and the local authority are, by virtue of the Town and Country Planning (Development Procedure) Order 2005, paragraph 6 (5)(c) and (d), considered "interested persons" and as such should be afforded party status.
