THE APPLICATION SITE AND PROPOSED DEVELOPMENT
The application site comprises the curtilage of a detached residential property that is located on Meadow View in Onchan.
The proposed development comprises of the conversion of an existing garage and the erection of an extension to provide additional accommodation.
PLANNING HISTORY
There has been one previous planning application that is considered material to the assessment of this current planning application:
Planning application 01/01182/B sought approval for alterations and extension to convert garage into additional bedroom. This previous planning application was initially considered and approved in the 12th October 2001, with the initial approval decision notice issued on the 17th October 2001.
REPRESENTATIONS
PLANNING POLICY
The application site is within an area recognised as being within predominantly residential use under the Onchan Local Plan.
Policy O/RES/P/21 of the written statement (Planning Circular 1/2000) that accompanies the Onchan Local Plan states:
"Extensions and alterations to existing residential property will generally not be opposed where such proposals are appropriate in terms of scale, massing, design, appearance and impact on adjacent property."
Assessment
The proposed development appears to be identical to that previously approved through planning application 01/01182/B. There have been no material changes in circumstances since that previous approval and therefore there are no material reasons not to approve the proposed development once more.
In general terms there is sufficient on site car parking to mitigate the loss of the garage and it is considered that the overall development is in keeping with the character of the dwelling. I am satisfied that the proposal does not adversely affect public or private amenity and, as such, is in accordance with policy O/RES/P/21 of the Onchan Local Plan.
I recommend that the planning application be approved.

I consider that all parties that made representations to the planning application meet the criteria of Government Circular 1/06 and should be afforded interested party status.
