The present application is for the refurbishment and alteration of the former pipe factory.
Approval was given on approval to Application No. 04/02575/B for a mixed use Business Centre. The basic use envisaged at the time was for the provision of office units for start up businesses on 3 floors with storage etc to the lowest floor level.
The proposed use is for office accommodation on 2 floors. The third floor is shown as ancillary accommodation for use in connection with the offices whereby facilities will be available for short term increases in staff in connection with specific projects, in addition to providing normal office facilities for staff i.e. kitchen, dining etc. It is intended to use the lowest floor basement undercover parking and this will require minor structural alterations at this level to facilitate access.
The occupied gross office space i.e. first and second floors will be 400 m². The car parking requirement on a ratio of 1 per 50 m² is therefore 8 spaces. The known occupation is for 12 persons with occasional increase to 15. The previous application identified possible parking areas and a communication is enclosed from the Department of Ports etc confirming the availability of 12 spaces on the nearby Shore Road Car Park or Laxey Breakwater. In addition there will be 5 spaces undercover in the basement. No account has been taken of the 4 spaces possible within the curtilage of the building.
The building has been identified for registration but we understand this has not yet occurred, the area is part of a Conservation Area.
Alterations are mainly internal but it is the intention to restore the windows to the East Elevation together with re-establishing the hipped roof canopies evident in photographs from when the building was a warehouse. Other external alterations include replacement of inappropriate 1970s timber windows and seashore stone infill panelling.
Following meetings with the Fire Office it has been agreed that separate escape will be required from the rear staircase to avoid the car parking area in the basement resulting in the formation of a new single door to the west elevation.
The windows are basically sound although unsightly due to salt depredation of the present coating. It is intended to restore the existing windows insitu to the original green finish using Dacrylate Paint s system

Roy,
I would confirm that subject to approval of the necessary car parking order and agreement on the permit charge per space the Department should be able to provide a maximum of 12 spaces available during the normal working day. The spaces would be in either the Laxey Shore Road car park or at the root of Laxey Breakwater.
