The officer assessed the proposal against key issues of character and appearance, neighbouring amenity, highway implications, and other matters.
Strategic Policy 4
Requires extensions or alterations not to detrimentally affect the character of registered buildings. Officer assessed the carport's rear position and materials as not detracting from Old School House (RB 171), with limited visibility ensuring no adverse impact.
Environment Policy 32
Concerns use of traditional materials and impact on pre-1920 buildings. Proposal's slate roof matches dwelling; stone base and oak accepted despite not fully matching, as position within site makes it acceptable addition.
Environment Policy 34
Seeks traditional materials in pre-1920 buildings. Materials do not fully match dwelling (noted by parish objection), but officer found acceptable for location without detraction.
General Policy 2
Ensures development meets general standards without adverse impact on surroundings or neighbours (b,c,g,i). Assessed positively for character, amenity, and highways; no overbearing, overlooking, or safety issues.
Strategic Policy 1
Makes best use of existing developed sites. Site is previously developed within residential zoning.
Spatial Policy 5
Ensures new development of good design. Form, mass, and design of carport found acceptable.
Strategic Policy 2 - Priority for new development to identified towns and villages
Development within settlement boundaries per spatial hierarchy. Site in predominantly residential zoning on Sulby Local Plan.
Time limit
The development hereby approved shall be begun before the expiration of four years from the date of this decision notice. Reason: To comply with Article 26 of the Town and Country Planning (Development Procedure) Order 2019 and to avoid the accumulation of unimplemented planning approvals.
Parking/turning area
For the avoidance of doubt the new parking/turning area is required to be laid out in accordance with the approved drawing no.1597.g1 Rev 1. The rear driveway shall not be used for any purpose other than the parking and turning of vehicles associated with the development and shall remain free of obstruction for such use at all times. Reason: To ensure that sufficient provision is made for off-street parking and turning of vehicles in the interests of highway safety.
No Highways Interest.
Lezayre Parish Commissioners initially objected to the garage/carport for 21/01058/B due to design incompatibility with the Old School House but provided no further comments after amended plans; DOI Highways consistently had no highways interest and did not oppose.
