Mr and Mrs Frost appealed on grounds of prematurity and inadequate conditions, while Mr Kermode appealed the magazine relocation due to safety buffer zones; DoT appealed Condition 15 restricting hours. The Inspector found overriding national need for high-spec roadstone reserves outweighed visual impacts in the High Landscape Value area, subject to advance landscaping and conditions; rejected prematurity as reserves needed for modernisation funding and long-term security. Detailed arrangements like office siting, access lay-by, and haul routes were deemed acceptable with conditions. The Minister upheld the approval with augmented conditions, omitting one on coating plant hours and amending a waste condition.
