Officer's Report
The Site
The site represents five parcels of land lying to the east of East Quay and alongside St. Peter's Lane. The five parcels include the coal yard between St. Peter's Lane and East Quay, the smithy to the south of the coal yard, the Viking Longhouse, Harbour View - an existing dwelling and outbuildings to the south of Harbour View. Behind these are two vacant parcels of land to the rear of 7, St. Peter's Lane and 7-10, Church Lane inclusive.
Planning Status
The site is entirely designated as Mixed use on the Peel Local Plan which was approved by Tynwald in 1989.
Planning History
There have been a number of previous planning applications relating to the site, with the following considered relevant to this application:
PA 05/01363 โ Demolition of Quirks coal yard, Smithy building, rear extension to Harbour View and single garage, entrance porch to Harbour View, proposed refurbishment of Viking House and Harbour View, and conversion, plus new buildings to form 25 apartments and 3 commercial units, to include associated parking, access points and services (Conservation Area) Quirks Coal yard, Smithy Site, Viking Longhouse & Harbour View, East Quay, Peel โ Approved 16th September 2005 with the decision notice issued on 28th September 2005.
Representations
Comments in relation to the application have been received from the MEA, Disability Access Officer, Isle of Man Water Authority and the Chief Fire Officer submitted comments as have Peel Commissioners who recommend the application be approved. A resident of Port Soderick supports the application.
The Proposal
The application seeks to amend the previously approved scheme (PA 05/01363 refers) with minor changes to the roof of the new building adjacent to Harbour View and Reayrt Gruink, Unit 4 has been reduced in length to avoid damage to mature trees on the boundary and this necessitates access to this unit no being through the Longhouse. This in turn has resulted in an internal reorganisation which has created a small one bed unit (Unit 3a) and single extension to the rear. It is proposed to create a chimney to avoid individual flues from each unit penetrating the roof, this leading from a central boiler and plant room. The lift shaft has been extended to the top floor and a 'lantern' created which will appear in the roof scape on the 'Net Loft'/unit on Quarks Coal yard site.
The number of units remains the same as approved under PA 05/01363.
Assessment
The principle of development on this site and the built form and number of apartments proposed remains primarily the same as that approved under PA 05/1363 and as such it is not considered necessary to revisit that assessment.
