The property Solway, Windsor Mount, Ramsey, is part of a row of two storey terraced (mid terrace) properties which are located on the eastern side of Windsor Mount and south of the junction of Windsor Road.
The property has been zoned within the Ramsey Local Plan Order 1998 as being within an area of predominately residential; the site is not within a Conservation Area.
The application proposes the conversion of dwelling into two maisonettes.
Ramsey Town Commissioners have no objection:-
Whilst this application is retrospective, the Commissioners have expressed concern that the conversion of a dwelling into two maisonettes would have the potential for increased on-street car parking in an area where existing car parking may be a problem.
Highways Division do not oppose:-
Appeal decisions identified use of the existing building takes precedence over additional on street parking. Note one apartment is proposed per floor.
Chief Fire Officer:-
This application falls within the scope of the Fire Precautions (Flats) Regulations 1996. The submitted plans do not conform to the required standard.
TheApplicant is required to consult the flats inspection team at the Fire Safety Department to discuss compliance issues.
IOM Water Authority & Manx Electricity Authority makes comments regarding technical issues which the Applicant is recommended to contact the relevant department.
We have received no privately written representations objecting to the application.
Issues to be considered with the application include:-
The site has no off street parking provisions and is unable to provide any. There are on street parking provisions along Windsor Mount and the surrounding roads but these parking provisions are in high demand. As the Highway Department have stated that the recent Appeal decisions identified use of the existing building takes precedence over additional on street parking. Whilst this is correct we must still determine each application site specifically, and ensure if possible off street parking provisions are provided and also ensure that properties are not overly intensified.
The application if refused on these grounds would not solve the problem of providing adequate parking provisions as the property is a 7 bedroom dwelling.
Planning Circular 2/88 states that the size, layout, occupancy, etc., of flats are controlled by the Housing (Flats) Regulations. However, all flats should also have a good external environment, characterised by -
a) a pleasant, clear outlook, particularly from the principal room(s) of the flat; and
b) access to external space for the purpose of clothes-drying, refuse storage, car-parking, and general amenity.
The two maisonettes would seem to comply with Planning Circular 2/88 particularly due to the rear yard which has a rear access to the access lane which would provide bin storage, clothes-drying and external space. The large bay window on the front elevation of the property will provide a clear and pleasant outlook to the living rooms and bedrooms of the property.
For these reasons the proposals would seem appropriate in this location and therefore my recommendation is for an approval.
I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status:

For connections to Flats and Apartments the following apply - Water Supply To Flats And Apartments - Regulations", and if applicable a "Form Of Undertaking In Respect Of Supply Pipes" will be required.
