Oatlands Road, Andreas. Isle of Man. IM7 4ER. PLANNING STATEMENT.

___________________________________________________________________ Please find enclosed 4 copies of our planning application prepared in connection with the above. The following is a brief planning statement prepared in support of our clients proposal and to assist your department in the processing of the planning application. This application seeks approval for a new bungalow with associated off road parking and new vehicular access onto the highway. Also within the submission, is provision for a 3 m long x 2.4 m wide x 2.5 m high detached timber storage shed.

Pre planning consultation was carried out with the Planning office and Highway Services prior to submission of the planning application. Mr Chris Balmer @ Planning on the 21st June 2021. Sheila Henley @ Highway Services on the 8th June 2021.

Existing arrangements: The site is a vacant plot with level ground topography adjacent to “Oatland Cottage” Previous relevant planning applications include PA16/00811/A and PA18/01257/A. The site is highly visible and separated from the highway by a low level earth bank. A major housing development has been approved in the field backing onto the site. The site is outside the Andreas area flood risk zone.

Proposals: The proposals show a single storey bungalow designed to be in keeping with the neighbouring properties and the semi rural location. External finishes are appropriate for the location. Smooth cement rendered walls, slate or slate like finish roof material, vertically proportioned windows, substantial concrete sub cills to windows. The proposed bungalow is modest in size, with an external footprint equating to only 88.81 square metres, to reflect the small size of the plot. The building line and orientation / siting are similar to the adjacent property “Oatland Cottage”. Foul drainage will be disposed off via a new “Kingspan Klargesteer” BA Biodisc tank. Storm water drainage would be disposed off via a new “Aquacell” soakaway on site. Underground drainage is to be kept away from the root system of tree number 1 (to be retained) and outside the proposed tree protection exclusion zone indicated on the site plan.

Highway Matters: A new vehicular access onto the highway with off road parking facilities are to be provided for the new dwelling within the scheme. Satisfactory visibility splays can be achieved in both directions, together with appropriate on site manoeuvring space and parking provision. Electric vehicle and secure bicycle storage is to be provided, to achieve Government climate change objectives.

Trees: There are 3 trees on the site which are numbered on the site plan for reference purposes. No 1 – Beech (possibly Copper Beech) No 2 – Cherry tree, No 3 – Palm tree. Trees 2 and 3 are to be removed to facilitate the development and a replacement tree will be planted elsewhere on site, in consultation with the Forestry Department. (Possibly North East end of proposed bungalow) Tree 1 is to be retained and protected during construction work. Messrs “Manx Roots Ltd” our Arborist consultants, advise that tree 2 (cherry) are not long lived and are family common. Tree 1 (Beech) on the other hand, is more long lived, more important and well worthy of retaining. The proposals therefore include a tree exclusion zone, within the submission, to protect the Beech tree and its root system throughout building work.
