Officer's Report
The proposal would provide additional parking provision for the hospital by re-organising the existing parking to the front of the hospital and creating new parking to the rear. The new parking to the rear will not encroach on the open space to the north of the application site. This is in accordance with the Local Plan which states that no further incursion into the remaining area of open space for car parking or related uses shall be permitted prior to agreement with DLGE and DHSS. I therefore do not feel the proposal will cause impact on the visual amenities of the locality or see any loss of open space.
While conducting my site visit it came to my attention there is some element of on-street parking within Cumberland Road and Grove Mount South. This may be due to the hospital or other surrounding use such as the Children's Resource centre within the grounds of the hospital and the
dental surgery on Grove Mount South. It could be argued that the additional parking will help to alleviate some of the on-street parking problem in the locality.
On balance, I consider the proposal to be acceptable and I therefore recommend that planning permission be granted.

N . There are Underground Cables/Overhead Lines present in the area indicated in the planning application. Please contact Anthony Kinrade or Ian Horsey, Operations and Maintenance Department, Network Services, Manx Electricity Authority, (Tel. 687705) to discuss working practices around Cables and Overhead Lines which may be required to be diverted before any work can be carried out on site.
