Approval In Principle For Replacement Agricultural Dwelling Upper Begoade, Onchan
Upper Begoade comprises a farmhouse and barn with attached and detached outbuildings. Its original farmland shown outlined in black is now fully incorporated with that of Begoade Moar Farm, owned and run by the Mr J. W. Moore. He has submitted the attached statement with regard to the history of the farm and its current operation.
The whole of the land comprising Begoade Moar is shown on the attached copy aerial photograph (Drawing No. ONC.BGDE.1)
The farmhouse of Upper Begoade is roofed but disused; the roof of its catslide extension has collapsed. The whole is proposed for replacement.
The barn is roofed with galvanised sheeting; the principal part of the barn is used for implement storage and the other parts for stock housing.
The position of the original access is to be altered such that sight lines appropriate to current standards may be achieved. This was previously agreed with Department of Transport.
Consent for the erection of a replacement dwelling was given to Mr J. W. Moore in 1994 but lapsed. Permission was again sought in 2002 (PA 01/2163), the same application being submitted, but refused on the grounds of lack of information. The current application for the same proposal for the same applicant seeks to redress this. While none of Mr Moore’s children are yet old enough to occupy a farmhouse of their own Mr Moore needs to be able to obtain approval now so that he may with certainty gradually put aside the necessary finance to undertake construction of the replacement dwelling. The farm does require and use labour additional to that of Mr Moore.
There is no intention to separate off Upper Begoade from Begoade Moar and an agricultural condition would be acceptable.
