Description Of Application Site
- The application site is an apartment within a apartment block within St Paul’s Square, Ramsey
- The application site is within an area zoned for mixed use within the Ramsey Local Plan.
Proposal
- The proposal is to convert the existing apartment block into two bedroom apartment.

- Highways Division of DoT has objected to the application in that the development requires the provision of an additional car parking space which is not guaranteed within the planning application.
Public Responses
- Press notice for the planning application was posted on 13.04.06.
- Environmental Protection Unit have commented that the proposed flats must, on completion of the proposed works, comply with the requirements of the Housing (flats) Regulations 1982 and be registered thereafter under the same regulations.
- IoM Fire and Rescue Service advise this application falls within the scope of the fire precautions (flats) regulations 1990. The applicant is required to consult the flats inspection team at the fire safety department to discuss compliance issues.
Issues
- It would appear from the existing numbering of the unit and the planning history that there were originally separate units. I do not consider the proposed sub-division to be unacceptable since it reinstates one of the units to its original use.
- The proposed change of use is compatible with surrounding uses. I do not consider compatibility to be an issue with this application.
- The highways division of the DoT have objected to the application in that the development requires the provision of an additional car parking space which is not guaranteed within the planning application.
- The application site is within a town centre of Ramsey. This is a sustainable location in which the reliance on a motor vehicle will be less and is accessible to the local facilities and shops in the locality. If car parking is required there is access to a car park within St Paul's Square.
- I do not see the DoT's objection as a reason for refusing this application.
Conclusion
- I therefore recommend that planning permission be granted subject to conditions in the attached schedule.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the creation of a separate studio apartment as shown in drawing numbers KG1, KG2 and KG3 date stamped 3rd March 2006.
N. This applicant is advised to consult the Fire Safety Department as the proposal may fall within the scope of the Fire Precautions (Flats) Regulations 1996.
