Officer's Report
Planning approval is sought to replace the existing windows and doors at St Johns School, St Johns and replace with natural stain, American Oak windows and door. In addition, it is proposed to remove the existing dormers and re-instate the roof with materials to match the existing.
St Johns school is located in a proposed Conservation Area to the south of Tynwald Hill and is central to the village. The building is presently in use as a Manx Language Centre with the new primary school located on Station Road.
The windows presently in situ are a mix of materials, but with a unified white finish.
I approached John Parsons of the DoE works division, however, he advised that given the materials proposed, they did not wish to paint over the wood. In addition, he advised that the doors on the Chapel of St John the Baptist were of the same material as were the doors at Ramsey Youth Centre.
Given that the site is located within a ‘proposed’ conservation area as opposed to designated, and that the doors and windows would be an improvement on the currently installed fenestration and doors, on balance, I consider the proposal to be acceptable.
The removal of the dormers is also considered to be acceptable and without adverse impact on the appearance of the building.
German Commissioners advise of no objection to the proposal.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This approval relates to Drg. No's 16822/01;02 and 03 submitted as part of this application and date stamped 4th April 2006.
C 3. The materials used to re-instate the roof following the removal of the dormers, must match the existing roof tiles in all respects.
