THE SITE The site represents the curtilage of Arbory Primary School which lies on the northern side of the A7 to the west of Ballabeg.
PLANNING STATUS AND RELEVANT POLICIES The site is designated as Primary School on the Arbory and East Rushen Local Plan.

THE PROPOSAL
Proposed here is the creation of a widened access to the existing car park by the demolition of an existing barn which lies between the western end of the school and the curtilage of the residential property alongside. The proposal includes the provision of two grassed areas, one each side of the new entrance and disabled persons' parking spaces on the western side of the new driveway between the car park and the road. One disabled person's space is to be provided.
ASSESSMENT
The proposal will provide a much safer access to the car park and at least one space which may be usable for disabled persons. The number of spaces are fewer than is recommended in Planning Circular 1/91 and the dimensions are not as wide as recommended (3m compared with 3.6m) and this should be addressed by condition.
PARTY STATUS
Arbory Parish Commissioners, Department of Transport Highways and Traffic Division, the Manx Electricity Authority and Disability Access Officer are or represent statutory authorities and as such should be afforded party status in this case.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the new vehicular entrance and alterations to the existing car park as shown in drawings 17496/02 and -/03 received on 11th April, 2006.
C 3. The disabled person's parking space must be a minimum of 3.6m wide to enable convenient use of this space by disabled persons.
C 4. There must be no discharge of surface water to the main foul sewer.
N 1. A foul sewer runs in the public footpath across the front of the school, If, during the creation of the new entranceway, the level of the footpath is reduced, resulting in the need to reduce the cover level of the manhole the applicant should contact the Drainage Division of Department of Transport to assess the exact works required on this manhole. Any costs of reducing the cover level of the public manhole will be at the applicant's expense.
N 2. Prior to the commencement of works on site, the applicant should discuss with the MEA the underground cables/overhead lines present in the area of the application.
