The site represents the domestic curtilage of an existing cottage located on the southern side of the A3 road which links Ballacraine and The Hope with Foxdale.
The site lies within an area of High Landscape Value and Scenic or Coastal Significance on the Isle of Man Planning Scheme (Development Plan) Order 1982.
Planning permission has previously been sought for alterations and extensions of this property. PA 05/1671 proposed extensions which were withdrawn prior to a decision being taken. PA 03/0130 proposed alterations and extensions and was refused on appeal.

Proposed here is a scheme for alterations and extensions of the existing cottage whilst retaining and existing stone outbuilding which presently sits in front of a slightly to the right of the existing cottage. The extension incorporates the stone building and adds a second two storey element to the western side of the cottage and a T-shaped rear annex. The extensions add two bedrooms a large kitchen, lounge and lobby. The outbuilding will be used as a utility room and study.
The existing house is not a typical cottage and has odd dormers on the front elevation. The internal layout is cramped and the cottage is in poor condition. The proposals will add accommodation of modern standards whilst retaining the existing character of the cottage. The final appearance is complicated due to the applicant's desire to retain and utilize the outbuilding. However, it is not in my view excessive or unacceptable. The cottage is visible from the A3 as one passes the site.
Also proposed is the creation of a new vehicular access into the site, to the north of the existing entrance. Also provided is a turning and parking facility within the site. Department of Transport do not object to the application. Whilst the spmce are concerned at the scale of the proposals, especially concerning the previous refusal. However, the existing house does not warrant particular protection and the scheme does incorporate existing fabric in the form of the shed.
Department of Transport highways and Traffic, Patrick Parish Commissioners and the Isle of Man Water Authority are or represent statutory authorities and as such should be afforded party status in this case.
Society for the Preservation of the Manx Countryside and the Environment are not directly affected by the proposal and as such should not be afforded party status in this case.

C 1. The development hereby permitted shall commence before the expiration of four years from the date of this notice.
C 2. This permission relates to the alterations and extensions shown in drawings reference 0502/01, -/02, -/03A and -/04A all received on 2nd March, 2006.
C 3. The external finishes of the extension must match those of the existing building in all respects.
C 4. No other works may commence on site until such times as the visibility splay is constructed to the satisfaction of the Planning Authority after consultation with the Highway Authority.
N 1. For single connections to a water main (i.e. a single dwelling) the applicant should contact Isle of Man Water Authority Customer Services, telephone 695949.
