Site
The dwelling, 30 Alexander Drive (4 Woodbourne Villas), is part of a row of two storey terraced properties which are located on the northern side of Alexander Drive, west of Woodbourne Road. The dwelling has been zoned under the Douglas Local Plan Order 1998 as being within a predominately residential use; the area is also within the Selbourne Drive Conservation Area.
Planning History
The property has benefited from two Planning Approvals:-
- Installation of uPVC windows to replace existing to second floor front elevation (97/01336/B),
- Installation of uPVC windows to replace existing to front elevation (98/01070/B)
Proposal
The application proposes the installation of replacement roof lights to the rear elevation of the property. Currently there are two types of roof lights a small conservation style roof light and a large velux roof light. Both are proposed to be replaced, the conservation style will be replaced with a large roof light with a width of 0.55 metres and a length of 0.78 metres. The existing velux roof light will be replaced with a velux roof light with a width of 1.14 metres and a length of 1.18 metres similar / same as the existing roof light size.
Representations
The Douglas Corporation have considered the application and they have no objection.
We have received no privately written representations objecting to the application.
Assessment / recommendation
As the property is within a Conservation Area extra consideration must be given, especially as one of the windows proposed to be replaced is an existing conservation style roof light. If this was an application for roof lights to be installed within the front elevations i.e. seen from the street scene, the proposal would be unacceptable due to the adverse impact upon the architectural interest of the property and of the Conservation Area. However as the proposals are to the rear elevation the proposal only have a limited interest as they would not be seen form the street scene and therefore do not have an adverse impact to the Selbourne Drive Conservation Area.
For these reasons the proposal would seem to be appropriate in these locations and therefore my recommendation is for an approval. I consider that the following meet the criteria of Government Circular 1/06 and should be afforded interested party status: The Douglas Corporation
