Officer's Report
Description Of Application Site
- The property is the Point of Eyre Lighthouse, Cranstal, Bride
- It is a Registered Building within an Area of High Landscape or Coastal Value and Scenic Significance.
Proposal
- The application proposes the removal of the existing timber sliding sash windows and their replacement with painted timber sliding sash.
Relevant Planning History
- The property has two applications in place that seek to replace existing windows with tilt sliding sash Upvc windows (to be considered in association with PA04/02346/GB and CON). The applications went to Appeal, but were withdrawn by the applicant following discussions with the Conservation Officer.

- Planning Circular 1/98 – The Alteration and Replacement of Windows
- Isle of Man Strategic Plan (Modified Draft) 2004; EP36; EP38
- Planning Policy Statement 1/01 – Conservation of the Historic Environment
Statutory Consultation Responses
- Bride Parish Commissioners – No comments received
- Highways Division of DoT – No comments received
Public Responses
- Press notice for the planning application was posted on 16.3.06.
- No public comments were received in respect of the planning application.
Issues
- Section 16(3) of the Town and Country Planning Act 1999 states that “In considering whether to grant planning approval for development which affects a registered building or its setting, or whether to grant registered building consent for any works, the Department shall have special regard to the desirability of preserving the building or is setting or any features of special architectural or historic interest which it possesses”.
- The Conservation Officer has had a number of meetings and discussions with the owner’s agent regarding the replacement of the windows. This proposal would reintroduce a pattern of window formally in place on the complex and therefore more historically correct. Unfortunately, this application doesn’t include that information, but it has been part of my consideration.
- These works have a positive effect on Registered Building and are therefore deemed not to be detrimentally altering the character of the Registered Building. I also do not consider the proposal will adversely affect the visual amenities of the locality.
Conclusion
- I therefore recommend that planning permission be granted subject to condition attached in the schedule.
